Why this application was created and what practical benefit it offers
I am Davud Kahriman and I developed this application to make the classification of dual-use goods significantly easier for staff working in export control.
The idea arose from a practical problem in everyday work: checking restrictions and possible dual-use references is often time-consuming, confusing and involves several separate research steps.
In practice, the check often runs as follows:
First, the customs tariff number is entered in the Electronic Customs Tariff (EZT) in order to identify possible grounds for restriction.
The relevant annexes or files then have to be downloaded from the BAFA website and searched manually.
This is followed by a substantive review of the long documents to determine whether there is a specific reference to the customs tariff number or the product being searched for.
The relevant information then has to be consolidated from several sources and documented.
With my application I wanted to shorten exactly this research path and make it more comprehensible. Instead of searching several platforms, annexes and long files individually, you obtain the relevant results bundled in one place.
The application helps by directly displaying possible grounds for restriction as well as the associated wordings when searching with a customs tariff number. This makes the first review step considerably faster, more transparent and more user-friendly.
The Dual-Use-Finder arose from the ambition to make a complex and often laborious research process more easily accessible digitally. The application does not replace a legal assessment in individual cases, but it does create a structured and efficient basis for further review.
This is intended to make everyday work in export control not only faster, but also clearer and more practical.
